Director Of Human Resources 2 Full-time

Minimum Qualifications This position is open to current NYS employees only. There is currently no eligible list for this title.

MINIMUM QUALIFICATIONS FOR PERMANENT APPOINTMENT:
Candidates must have at least one year of permanent competitive or contingent-permanent competitive service in the posted title and be eligible for lateral transfer; OR,
Be eligible for transfer under Section 70.1 or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

MINIMUM QUALIFICATIONS FOR PROVISIONAL APPOINTMENT:
Candidates must have at least one year of permanent or contingent-permanent competitive service at a Grade 23 or higher position in a human resources or labor relations title.

NON-COMPETITIVE PROMOTION:

If three or fewer qualified and interested promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. To qualify, you must be a current HESC employee and have one year of service in a human resources, training, or labor relations title.

If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.

Duties Description The Director of Human Resources 2 (DHR 2) provides guidance to HESC executives, managers, supervisors, and staff regarding the proper application of Human Resources related laws, rules, regulations, and statewide directives. The DHR 2 is responsible for planning, implementing and evaluating activities related to staffing and personnel efforts; HR related data collection and reporting; position management; retention and succession planning; employee recognition; strategic planning; employee counseling and labor relations; grievance procedures; training and development; classification, employee services, examination planning; workforce policy; performance management; negotiated agreements; health and safety assessments; benefits administration and payroll processing; reasonable accommodation; ADA/EEO activities and oversight and all daily operations of Human Resources Management.

Essential duties include:
  • Work directly with HESC's executive team providing HR expertise to align long- and short-term HR strategies to meet HESC's organizational goals and strategic plan.
  • Set priorities for all requests for HR information and/or services. Establish and/or communicate HESC HR policies and procedures to deal with matters in a prompt and efficient manner. Direct HR communication needs and oversee the flow of information sent and received.
  • Directly supervise HR staff to define and clarify objectives; establish priorities, performance standards and deadlines; provide technical guidance to staff and assist with problem solving as needed; review completed work on sensitive and complex assignments. Evaluate the efficiency and effectiveness of HR programs with a focus on continuous improvement.
  • Serve as primary liaison to oversight agencies including the Office of Employee Relations, Department of Civil Service, Division of Budget, and the Business Services Center.
  • Ensure that HR activities comply with federal and State laws, rules and regulations.
  • Manage the administration of functions handled by the BSC.
  • Assure proper training of HR staff.
  • Manage HESC probation and annual performance evaluation processes to ensure proper and timely completion of employee evaluations.
  • Direct and oversee HESC's Labor Relations program, including notice to employees of all workplace policies and procedures, guidance for reporting incidents, notices of discipline, contract compliance, interpretation of negotiated agreements, Labor/Management Committees, etc. Establish effective dialogue with union representatives.
  • Consult with HESC's management team regarding conduct that may require discipline and expedited handling. Recommend appropriate disciplinary penalties. In coordination with Counsel's Office, represent or designate a HR representative at disciplinary hearings and other similar hearings or administrative processes.
  • Ensure investigations into employee matters are properly executed and documented. Review findings and recommendations and authorize disciplinary actions.
  • Facilitate the review of employee grievances for resolution.
  • Direct recruitment, selection and retention of employees to meet agency goals. Confer with Civil Service representatives on possible actions to meet specific recruitment needs. Manage the orientation of new employees.
  • Oversee and direct the classification and allocation of positions, earmark releases, and related classification and compensation matters. Review existing organizational and/or title structure with executive team and develop recommendations for consideration by Civil Service.
  • Establish priorities for HESC's examination planning, identify subject matter experts, oversee HESC's participation in scope conferences and/or focus groups to ensure HESC's examination needs are met.
  • Oversee the processing and maintenance of employee and payroll transactions submitted to the BSC. Ensure all applicable laws, rules, regulations and contract provisions are followed and completed transactions are audited by HR staff for accuracy.
  • Direct the implementation of HR policies, programs, procedures with HR staff and with managers and supervisors to ensure operations are in alignment with HR and HESC goals and business needs.
  • Perform other duties as assigned.

This position will be located in Albany. The hours of this position require working until 5:00 p.m. This position may require additional hours to meet business needs and operational requirements and is not overtime eligible.
