Procurement Officer

Overview:
The successful candidate will provide procurement support to the US ITER project at Oak Ridge National Laboratory (ORNL), with an emphasis on procurement of fabricated equipment. The US is a partner nation in ITER, an unprecedented international collaboration of scientists and engineers working to design, construct, and assemble a burning plasma experiment in Cadarache, France, that can demonstrate the scientific and technological feasibility of fusion. The US contributes procurement of hardware, assignment of personnel, and cash contributions for the US share of common expenses such as personnel infrastructure, assembly, and installation. The Procurement Officer will perform complex procurement and subcontract management tasks in accordance with Procurement Operating Procedures and ITER Organization work authorizations and serve as the day-to-day customer interface for US ITER staff.
Major Duties/Responsibilities:
- Responsible for planning, negotiating, awarding and administering subcontracts with high levels of complexity and value while independently providing procurement support for the US ITER project.
- Pre-procurement planning with customer, pre-proposal conferences, facilitating concurrent reviews, leadership of subcontract negotiations, participation on process improvement teams, award of best-value procurements, and subcontract closeout.
- Reviews requisitions and specifications to ensure adherence to Department of Energy (DOE) prime contract requirements, as well as ORNL, US ITER and Contracts Division policies and procedures.
- Develops and maintains accurate and complete files according to division and company procedures.
- Acts as the primary point of contact for all functions related to each award.
- Coordinates award activities with appropriate parties (Customers, Receiving, Requisitioners, Accounts Payable, Legal, Property, etc.).
- Uses considerable discretion, market research and judgment to determine best approach to facilitate acquisition solutions based on contracting experience and knowledge.
- Work is managed to ensure that assignments are completed on time and with a at a high degree of customer service.
- This is a senior level position that includes responsibility to mentor Procurement staff, review procurement packages for quality, assign and coordinate work, attend meetings on behalf of the Procurement Manager as required, and independently address highly complex procurement matters.
- Represents the Contracts Division in providing advice and acquisition solutions to problems associated with special customer projects/ functions and/or systems.
- Participates on Management Reviews and leads Competitive Evaluation Teams.
Basic Requirements:
- Bachelor?s degree in business, supply chain or a technically related field and twelve or more years of relevant procurement experience.
- The candidate must possess the ability to function in a fast-paced business environment requiring a high degree of accuracy.
- Must be customer service oriented with the ability to communicate effectively with a diverse laboratory population.
- Excellent attention to detail and well-developed written and oral communication skills.
- Requires proficiency in Microsoft Office and Adobe Acrobat.
- Must possess the ability to work effectively as a member of a team and independently, as required.
Qualifications Desired:
- Post bachelor?s degree in supply chain management, legal, accounting, finance or other business field.
- Experience with SAP Ariba is highly desirable.
- Experience on a large project where procurement staff work closely with the project team to accomplish the overall mission.
- Working knowledge of FAR and DEAR.
- Experience with ORNL procurement policies and practices.
Work Direction and Interfaces:
- Provides advice and guidance to ORNL staff on procurement matters.
Measures of Effectiveness:
- Successfully conducts competitive and noncompetitive acquisition process for requirements necessary to support various ORNL projects.
- Successfully leads contract price negotiations required to meet ORNL objectives.
- Successfully negotiates necessary modifications and administrative changes to subcontracts and purchase orders required during contract performance.
- Successfully administers subcontracts and purchase orders to completion and closeout.
- Successfully maintains conformance to program and contractual requirements by reviewing subcontractor performance, costs, prices, invoices and schedules.
- Exhibits competence in focus area, while also demonstrating the ability to successfully administer more complex procurement actions.
- Demonstrates the willingness and ability to successfully administer more complex procurement actions.
- As directed by the Procurement Manager, coordinates procurement staff, assigns work, reviews Procurement Officer work product, attends project level meetings.
