Supervisory IT Program Manager Full-time

Duties

  • Serves as a first-level supervisor for the overall effectiveness and efficiency of the Branch
  • Enforces and manages computer systems design requirements, coding standards, techniques, and practices
  • Proposes integration and application of policies, processes, and technologies to ensure that information is systematically produced, organized and made accessible to the people who need it
  • Devises, customizes, operates, oversees, and/or evaluates specialized information technology systems, processes, and applications pertaining to the performed work and the delivery of its design, end products, or services
  • Formulates, executes, advises on, and explains recommendations or solutions to modify standard practices, processes, and techniques and resolve a wide variety information management challenges
  • Adapts precedents or existing strategies to meet unusual needs or special demands
  • Manage one or more major multi-year IT initiatives of such magnitude they must be carried out through multiple related IT projects
  • Prepares, presents, and evaluates plans, designs, reports, and correspondence relating to local metrics on the utilization and effectiveness of deployed solutions
  • Leads, coordinates, communicates, integrates and is accountable for the overall success of the branch ensuring alignment with critical agency priorities
  • Ensures work efforts achieve the Directorate's business strategy, including appropriate strategic, life cycle management and IT investment plans
  • Performs project selection, prioritization, evaluation and monitoring, cost schedule management, risk management, quality management and resource allocations
  • Ensures local development and system configurations are both innovative and compliant with Air Force information assurance controls and DISA Standard Technical Guidelines
  • Analyzes customer project requirements and recommends which platform to utilize for development
  • Advocates new ideas in the area of information systems promoting the growth of PRS and AFRL as it pertains to Information Technology development and utilization
  • Monitors and evaluates information systems, including benchmarking and evaluation of programs/opportunities within various network environments including NIPRNET, SIPRNET, DREN and SDREN
  • Increases enterprise collaboration among mission partners and leverages the expertise of those partners

  • Regular/recurring telework not authorized for this position
  • Must be able to obtain and maintain a Secret security clearance
  • Software Development (Low Code/No Code) Team Management experience
  • This position is an Acquisition Professional Development Program (APDP) position requiring Level II Non-Critical certification in Engineering and Technology Management (ETM).
  • The selectee will have 24-months to meet APDP requirements or a waiver must be obtained. Applicants for this position must list any acquisition certifications and status as an acquisition corps member in their resume
  • 8570 Certification ? IAM Level I

Qualifications

  • Supervisory Experience
  • Experience in leading teams
  • Experience working with or within the Department of Defense research community
  • Bachelor's Degree is desired
  • Experience cultivating and sustaining a professional environment of cooperation, cohesion and teamwork
  • Experience with developing and maintaining close relationships with academia and other Government agencies
  • 8570 Certification - IAM Level II
  • Experience managing & administering MS365 product suite, ServiceNow and PEGA.
  • Program/Project Management
  • Agile Leadership Certification
