Salary:
The annual minimum starting salary for this position is $ 41,574.00. Salary may be commensurate with relevant experience/education.

About the Job:

As a Program Director, you will be responsible for administering a program within a state agency and serve as the specialist in a specific area. In this position, you will utilize education, consultation, cooperative programming, and coordination to accomplish goals. This role is responsible for the development and completion of multiple support tools provided to state staff and key stakeholders. In collaboration with management staff, this role assesses approximately 300 monthly, quarterly, and annual reports submitted by the four Managed Care Entities (MCEs) contracted with the state to provide healthcare services through the Healthy Indiana Plan (HIP), Hoosier Care Connect (HCC) and Hoosier Healthwise programs.

A Day in the Life:

The essential functions of this role are as follows:

  • Verify that required weekly, monthly, quarterly, and annual reports from the MCEs are submitted via SharePoint and analyzed for compliance with documented submission timeframes and data specifications.
  • Retrieve weekly, monthly, quarterly, and annual reporting submitted by the MCEs from the secure FTP site, format data, and post to the shared drive for use by all OMPP Quality and Outcomes staff. .Develop a schedule to ensure regular receipt and review of ad hoc, weekly, monthly, quarterly, and annual performance reports submitted by the MCEs.
  • Distribute reports to other sections/departments within OMPP including pharmacy, program integrity, and reimbursement.
  • Develop the necessary tools to be used by OMPP Quality and Outcomes staff to evaluate access, quality, and the cost-effectiveness of the Hoosier Care Connect, Hoosier Healthwise, and Healthy Indiana Programs.
  • Monitor performance, activities and plans for the MCEs through the development of ten quarterly dashboards for identification of trend analysis and contract compliance.
  • Analyze performance and quality outcomes data, make recommendations as needed, and monitor process improvements and corrective action plans based on results.
  • Responsible for scheduling and coordinating quarterly meetings with various sections of OMPP to gather input regarding data quality and identified anomalies .
  • Responsible for providing written feedback to the MCEs specific to data submitted, requesting review and feedback, and providing MCE responses to the appropriate MCE sections.
  • Extensive working knowledge of MCE managed care contracts with emphasis on the priority reports and pay for outcomes sections.
  • Extensive working knowledge of the MCE reporting manuals including the report templates and specifications. Participates in the revision of current reporting manual and development of new reports.
  • Provides technical assistance as needed for the MCEs specific to reporting specifications.
  • Responsible for the annual Adult Core Quality measures submission to CMS. Selects the measures to be reported, submits appropriate data request to FSSA, develops a complete measure table using audited MCE HEDIS tables, weights the results appropriately, and submits all data and information accurately via the CMS portal.
  • Responsible for maintaining updated Quality and Outcomes Reporting, contract amendments, and the annual EQR and Quality Strategy reports as part of the Medicaid Policy Home site on the FSSA Transparency portal

What You'll Need for Success:

You must meet the following requirements to be considered for employment:

  • A Bachelor?s degree required, a Master of Public Health degree or closely related field preferred
  • Working knowledge of rules, regulations and procedures related to the managed care plans, contracts, and reporting requirements;
  • Understanding of Indiana Health Coverage Programs (IHCP) and managed care environment in Indiana;
  • Ability to organize work and meet timelines with little direct supervision; must be self-motivated;
  • Ability to establish and maintain effective working relationships with staff and Managed Care Organizations;
  • Proficient with Windows, Microsoft Office suite, and SharePoint; advanced Excel expertise desired;
  • Ability to construct appropriate and rational recommendations for program enhancement/improvement from analysis of program data, including implementation strategies; and,
  • Ability to facilitate productive communication and collaboration with internal and external stakeholders in writing and verbally;

Supervisory Responsibilities/Direct Reports:

This role may serve as a team lead for an assigned work group.
