GENERAL DESCRIPTION
Performs advanced and/or supervisory (senior-level) human resources management work. Work involves directing, administering, overseeing, and monitoring the development and operation of one or more human resources management programs and ensuring compliance with state and federal laws and regulations. Programs may include recruitment and selection, compensation, classification, employee relations, benefits, workers? compensation, or organizational development.
Works under limited supervision, with considerable latitude in the use of initiative and independent judgment. May occasionally be required to work in excess of 40 hours per week and occasional travel may be required.
ESSENTIAL FUNCTIONS
Oversees the maintenance of human resources automated systems and records, and the analysis of human resources reports and reporting procedures.
Coordinates, administers, and monitors human resources programs such as recruitment and selection, compensation, classification, employee relations, benefits, workers? compensation, or organizational development.
Plans and coordinates human resources programs and activities.
Plans, develops, reviews, revises, and implements human resources policies and procedures.
Advises management on the administration of operating plans and policies for human resources activities.
Monitors and determines the effectiveness of human resources and administrative management programs, and recommends solutions to problems.
Prepares or oversees the preparation and maintenance of various human resources correspondence and reports.
Develops methods and procedures for gathering, compiling, and analyzing statistical data.
Interprets and provides advice and assistance on state and federal human resources-related laws and regulations.
Analyzes human resources problems and provides consultation and solutions to staff.
May provide fiscal notes and other human resources-related assistance to legislative staff during the legislative session.
May assist in the preparation of budget estimates.
May serve as a subject matter expert on a major area of human resources management.
May create, maintain, and administer training related to human resources.
May assign and/or supervise the work of others.
Monitors outcomes for racial, ethnic, and gender disparities and takes action to address identified disparities.
Performs a variety of related duties not listed to be determined and assigned as needed.
Performs all duties in compliance with agency safety policies and procedures.
- Reports safety hazards and corrects hazards when possible.
- Completes required documentation in the event of an accident/injury within requested time frames.
MINIMUM QUALIFICATIONS
Bachelor?s degree. Three years of full-time wage earning human resources experience or general office experience that included human resources related functions.
Experience and Education Substitutions:
- One year of appropriate experience may substitute for one year of college (30 course hours) on a year for year basis.
- Completed course hours of undergraduate study may substitute for up to four years of experience on a basis of 30 course hours for one year of experience.
- Completed course hours of graduate study may substitute for up to two years of experience on a basis of 12 graduate course hours for one year of experience.
- PHR, SPHR, SHRM-CP, or SHRM-SCP certification may substitute for one year of experience.
- Pro-rated part-time experience may satisfy the experience requirement.
Note: Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be obtained from an accredited educational institution, college or university.
Requirements for Continued Employment:
- Failure to maintain required licensure/certification will result in termination of employment.
