Equitable Growth, Finance and Institutions Practice Group
The Equitable Growth, Finance and Institutions (EFI) Practice Group (PG) supports economic policies and legal, regulatory and institutional reforms to enable equitable and sustainable growth and to promote sustainable institutions that serve to reduce poverty. It comprises four Global Practices - Finance, Competitiveness & Innovation; Macroeconomics, Trade & Investment; Poverty & Equity; and Governance.

The Governance GP helps developing countries build capable, efficient, open, inclusive and accountable institutions that can support economic growth, reduce poverty, deliver needed services and earn the confidence of citizens. P ractice Management Unit Context
You will be under the supervision of the GOV Practice Manager for the EAEG2 Unit (Angola, Botswana, Burundi, Comoros, Democratic Republic of Congo, Eswatini, Lesotho, Madagascar, Mauritius, Mozambique, Namibia, Sao Tome and Principe, Seychelles, South Africa).
This is one of two unit wide roles that involves leading governance investment operations and Advisory Services & Analytics work across countries covered by EAEG2 while providing strategic operational support and policy guidance to the PM and GP staff in connection with the preparation and implementation of all operational products.
Duties and Accountabilities
  • Intellectual leadership on a range of issues including the GRID agenda, fiscal decentralization, domestic resource mobilization, illicit final flows, efficiency and effectiveness in government spending, and the demand for good governance.
  • Leading the delivery of, or directly supporting operational teams to deliver, governance projects and ASA tasks.
  • Leading, or contributing to, multi-sector lending and ASA tasks with other GPs or regional teams.
  • Supporting GP staff to systematically address governance constraints in strategic documents such as Systematic Country Diagnostics, Country Partnership Frameworks, Performance and Learning Reviews and Country Engagement Memorandum.
  • Supporting teams in the identification and development of innovative operational approaches.
  • Working closely with the Governance Global Practice to ensure EAEG2 is both a robust contributor to, and benefits strongly from, the global knowledge sharing agenda.
Selection Criteria
  • Master?s degree in relevant field (such as public finance, public administration, economics, accounting, public policy) and a minimum of eight years of relevant work experience.
  • In-depth understanding of Bank operational policies and procedures, especially for IPFs but across the range of operational products and instruments. Capacity to apply them effectively in the preparation and implementation of Bank operations.
  • Seasoned task team leader with operational experience across a range of Bank operational products, and at different stages of the project cycle, for both IBRD/IDA products and across MICs, LICS, and FCVs.
  • Recognized as a global leader in two or more of the following areas of expertise ? revenue collection; expenditure management; public sector human resource management; openness, transparency and demand side approaches; service delivery; fiscal decentralization.
  • Proven ability to interact effectively with clients, including the ability to assist clients at all levels in their analysis, policy formulation, and implementation of governance reforms, with a focus on results.
  • Strong team player, willing to collaborate closely with colleagues and across boundaries; ability to operate effectively in a decentralized, matrix environment.
  • Excellent interpersonal, written and oral communication skills; ability to listen carefully and provide sound advice in a constructive manner; ability and readiness to stand firm on difficult and sensitive issues; ability to convey ideas and positions clearly and tactfully to staff and managers at all levels.
  • Demonstrated ability to prioritize and adapt, and flexibility in responding to unexpected needs and demands.
  • French and/or Portuguese skills would be an asset.
