Therapeutic Foster Home Recruitment and Support Specialist

The Community Programs Licensing Recruitment and Retention Specialist (LRRS) is primarily responsible for screening and recruiting of AK Child & Family Treatment Foster Parents. He/she must actively work with respective applicants in the licensing process to encourage timely and thoughtful processing of the application. The LRRS is also responsible for helping implement retention efforts to maintain current foster parents providing services.
The LRRS works collaboratively with the Licensing Team and other agency staff to develop a yearly recruitment plan with monthly goals. The plan is approved by the Director of Community Programs (DCP) and implemented by the LRRS. The LRRS is responsible for meeting and maintaining the agency?s initiatives for treatment foster programming; which are aligned with the agency?s long and short term strategic goals. LRRS will meet the identified quarterly recruitment goals and activities included in the recruitment plan. The LRRS implements and evaluates the recruitment plan in collaboration with the Treatment Foster Care Clinical Supervisor to determine the effectiveness of recruitment strategies and will adjust as needed to better achieve goals. The LRRS will connect with faith based organizations, Alaska Native agencies and other community partners as applicable, to promote Treatment Foster Care and fostering opportunities within the community. He/she is responsible for working directly with the Communications department to ensure that promotional material is up to date and available as needed for treatment foster care events; banners, handouts, brochures, PSAs, DVDs, articles, etc. LRRS is responsible for helping maintain agency on line recruitment presence, in collaboration with other identified agency staff (e.g. IT department).

The LRRS will participate in relevant agency meetings and external meetings as deemed applicable and complete tasks as assigned. The LRRS will represent the agency in a professional manner.
The Recruitment and Retention Specialist will ensure current homes complete required annual and bi-annual licensing requirements, as part of retention strategies. The LRRS will help develop agency retention plan to maintain current homes (including activities like monthly trainings, and foster parent appreciation events) and implement plan.
Additionally, the LRRS will supervise homes as needed which includes ensuring Treatment Foster Homes are in compliance with state foster care regulations and agency policy and procedure, providing ongoing supervision including addressing concerns and compliance needs, providing yearly performance appraisals for treatment foster parents and review of progress notes to ensure Medicaid standards. Additional duties may include routine licensing functions when needed, such as: matching, licensing, training, newsletter publishing, investigations, data entry, etc. The LRRS participates in the CP emergency on-call rotation. The LRRS must attend all OCS licensing trainings and be up to date in all OCS licensing policies and procedures.
The LRRS adheres to standards and regulations as set forth by the agency, The Joint Commission, and OCS licensing. The LRRS is expected to abide by all safety rules and regulations of the facility. The responsibilities of the LRRS are carried out according to AK Child & Family policies, and the mission of AK Child & Family and its philosophy of care.

Supervision and Coordination of Services:
The LRRS is supervised by the Therapeutic Foster Care- Clinical Supervisor.
Qualifications:
Knowledge, Skills and Abilities: The LRRS must be at least 21 years of age. She/he must have an Alaska driver?s license and have adequate insurance, as defined by AK Child & Family, in order to carry out the duties of the job. The LRRS must display an understanding and sensitivity in serving a culturally diverse and/or specials needs population. The LRRS must demonstrate proficiency in written and verbal English. The LRRS must have the ability to communicate clearly and effectively with agency staff as well as the general public, referral sources, and community providers. She/he must work a flexible schedule, including after hours and on-call responsibilities to respond to client crisis. The LRRS must demonstrate ability to use a computer for both word processing and newsletter production.
Education and experience: A bachelor?s degree in psychology, social work or a related field, and two years experience working with children/adolescents impacted by severe emotional disturbance, and families, is preferred; or five years? experience working with children/adolescents impacted by severe emotional disturbance, and their families. Experience in marketing and/or human relations is preferred. Experience in supervision/ management is preferred.
Physical Demands:
The LRRS must be able to access AK Child & Family and community buildings for meetings and agency activities. He/she will transport self within the Anchorage Borough to meet with schools, families, and other involved parties. He/She must produce in a timely manner, assessments and other documentation required by AK Child & Family, insurance and referral sources. The LRRS must be able to use a copy machine, fax machine, to produce legible youth records, and prepare reports using a computer. The LRRS must be able to develop and manage electronic tracking systems to ensure accountability for productivity measures for associated responsibilities.
