The Sr Lead Project Manager ? Federal is a key position in the Strategic Government Program Management Organization and will be responsible to lead cross functional teams in the planning and execution of all Government telecom projects. The position requires broad subject matter expertise of all functional activities required to successfully implement and support those projects to include: Proposal Support, project scheduling (MS Project), operational support systems, ordering, inventory, transition/implementation performance reporting, budgeting/forecasting, training, customer care, operations, program management plans, change management plans, resource plans, quality assurance plans and risk management plans, etc). The position is also responsible for reviewing, developing requirements, and working with appropriate teams to answer proposal requirements resulting from Government SOWs, Task Orders, and Modifications. The Main Responsibilities
The Sr Lead Project Manager-Federal is responsible for preparing customer and high level management Power Point Presentations. The Sr Lead Project Manager - Federal reports directly to the Manager ? Federal Programs. Specific duties include:
Lifecycle Management of Government Contracts
- Direct liaison between the customer and CenturyLink Government Services (Contract Program Office, Pre-sales, Business Development, Planning and Execution, Project Management, Customer Relations, Billing and Contracts) to ensure all contractual obligations are met
- Manage and implement Dark Fiber OSP and ISP installations for primarily domestic services
- Effectively communicates and controls project scope, schedules, assignments, and open issues both with the internal team and clients
- Effectively leads and facilitates project meetings and presentations
- Proactively predicts and communicates issues/risks and consults with clients and team leads to find creative solutions
- Leads project team to ensure deadlines are met, and within budget
- Manages all activities within project team to ensure progress is sustained and project goals are fulfilled
- Manages project finances; monitors and controls expenses and communicates variances with management and clients
- Manages support contracts and issue tracking for clients
- Exercises authority to make decisions and resolve disputes; escalates issues to Director of Project Management when necessary
What We Look For in a Candidate
Qualifications
- 5-8 years of Federal Telecommunications Program Management and customer liaison experience a must
- 5-8 years of Federal Data Services Transition and Implementation Program Management
- 5-8 years of experience managing OSP construction and ISP installation projects with demonstrated understanding of procedures, techniques, and tasks.
- Strong working knowledge of CenturyLink Ordering and Provisioning processes desirable
- Experience in the transition, implementation, management and execution of large-scale Federal Government Contracts
- Possesses and has demonstrated strong, effective leadership skills
- Successful experience in the development of proposals for Federal programs
- Builds and maintains excellent customer relationships, especially with the contracting officer?s technical representative (COTR) and senior management
- Working knowledge of MS Project and associated MS Office suites
Additional Requirements
- Requires strong knowledge of Dark Fiber and Traditional Data Services
- Strong verbal and written communication skills
- Demonstrated conflict resolution skills
- Ability to work in a fast-paced, multi-task, stressful environment
- Ability to manage process/procedural changes - thorough understanding of Federal Government contracts
- Ability to create and matrix-manage various functional teams
- Possesses or is able to obtain a Secret Clearance
Education
- BA/BS in related field or equivalent experience.
- At least 5 to 8 years of experience.
- PMP/PMI certification is highly desirable.
