Job Description

This Tax Section Manager position will work in Maine Revenue Services’ Income/Estate Tax Division, and will be responsible for the management of the Taxpayer Assistance Unit. This position will be responsible for directly assisting as well as supervising a group of staff who assist taxpayers via phone and email in registering, filing, and paying required taxes and returns; correcting return errors, answering tax questions, attending divisional management meetings, implementing/assisting in special projects, and assisting with the management of other units within the division. Supervision is exercised over professional, technical, and office support staff and requires implementing and complying with human resource laws, policies, procedures and practices. The position exercises independent judgement in managing the day to day operations of the unit.

REPRESENTATIVE TASKS :
Plans, develops, and directs programs relative to the administration of income and estate tax filing support functions. Ensures work is performed in a timely and efficient manner under the direction of the Division Director and Deputy Director.

Plans, directs, reviews, and evaluates the work of the section staff to ensure work is performed in accordance with applicable standards of quality and customer service.

Interviews, selects, and trains professional, technical, and clerical employees needed to perform tax support functions in order to ensure a well-trained, high quality staff.

Provides information on income and estate tax laws and administrative procedures in order to clarify them to taxpayers, their attorneys and representatives, and the general public.

Develops recommendations for new or revised income and estate statutes, regulations, and organizational procedures in order to improve the system.

Supervises front line supervisors and other higher level professional positions.

Oversees compliance with human resource laws, policies, procedures and practices such as: AA/EEO recruitment, employment, position classification, performance appraisals, training, discipline, contract administration, human resource components of security protocols of agency information security and confidentiality policies, and employee safety.

Interacts effectively with a wide variety of people at all levels, from senior management, subordinates, fellow supervisors, tax and legal professionals and, above all, with taxpayers themselves.

Prepares a variety of reports and memos, drafting and reviewing reconsideration decision letters and memos.

KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED:
Knowledge of applicable federal and state income and estate tax laws, rules, and regulations, including individual and fiduciary income tax, estate tax, real estate withholding, and employer withholding laws.

Knowledge of computerized applications used in accounting systems.

Knowledge of the principles and practices of income and estate tax administration.

Knowledge of modern office methods, procedures, and equipment.

Experience writing reconsideration decisions.

Ability to supervise and coordinate the administration of a particular tax function.

Ability to analyze, interpret, and apply income and estate state tax laws to a variety of situations.

Ability to train and supervise a supervisory, professional, technical, and clerical staff.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally and in writing with a wide variety of audiences.

Ability to develop recommendations for changes in tax laws.

Demonstrates strong oral and written communication skills.

MINIMUM QUALIFICATIONS:
A Bachelor’s Degree in Accounting, Business Administration, Finance, or related area and four (4) years professional experience in auditing, accounting, or tax administration. Equivalent related experience may be substituted for education on a year-for-year basis.

Preference will be given to candidates with considerable experience in the auditing or administration of individual income, estate and fiduciary taxes and employers’ withholding tax and with at least two (2) years of supervisory experience in these areas. Agency promotional only.

BENEFITS

The value of State’s share of Employee’s Retirement: 15.37% of salary for Bargaining Unit positions. The value of State-paid Dental Insurance: $13.13 biweekly. The value* of State-paid Health Insurance:

Level 1: 100% State Contribution (employee pays nothing): $444.68 biweekly

Level 2: 95% State Contribution (employee pays 5%): $422.45 biweekly

Level 3: 90% State Contribution (employee pays 10%): $400.21 biweekly

Level 4: 85% State Contribution (employee pays 15%): $377.98 biweekly

  • The level of the actual value of state paid Health Insurance will be based on the employee’s wage rate and status with regard to the health credit premium program.
