    Duties

    Summary

    This position works in Mission Support Systems (MSS) and the eDiscovery and Enterprise Content Management Branch which focus on content management systems, web services and data systems. that ensures that the Chief Information Office (CIO) solutions support the business requirements of the Forest Service by balancing customer needs against IT architecture standards.

    Responsibilities

    • Serves as a technical expert and advisor within the CIO organization regarding data management.
    • Integrates, maintains and supports established database systems.
    • Independently defines, directs, or leads programs. Anticipates, identifies and resolves problems to ensure program/mission accomplishments are achieved.
    • Leads by example in defining a customer service culture to ensure that all customers are treated with respect and civility.
    • Communicates complex technical requirements to non-technical personnel, prepare and present briefings to senior management officials.

    Qualifications

    Basic Requirements:
    For the GS-13 you must have one year specialized experience equivalent to the GS-12 in the Federal service.
    Specialized Experience Requirement:
    GS-13: Specialized experience is defined as work as a senior information technology specialist that demonstrates analyzing, planning, designing, implementing and resolving operating system software structures in databases. Resolving various data management and database problems and ensuring optimization and integration for performance and security. Communicating complex data management concepts and techniques and creating solutions for integration/interoperability issues.
    In addition to meeting the specialized experience, you must also possess and demonstrate the Information Technology (IT) related experience identified in the following 4 competencies listed below.
    1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
    2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
    TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
