DESCRIPTION OF WORK

This Accountant 2 is one of two that share the responsibility for performing complex accounting and related services associated with administering Federal NSA (Administrative), Food, Breastfeeding and Peer Support funding streams.

  • Performs daily account reconciliation of contracted bank food instrument redemption files against QuickWIC, PENN, and SAP.
  • Analyzes Food Instrument redemptions and calculates food rebates; prepares paperwork required for submission and reimbursement.
  • Assists the Division of Contracts, Compliance and Complaints with calculation of Local Agency budgets via execution of current approved funding formula and offers financial expertise related to variables reported by Local Agencies.
  • Participates in assigned annual, ad hoc and complaint investigation/monitoring activities and performs financial/fiscal audit activities, prepares statement of deficiencies, reviews and evaluates corrective action plans, and recommends closure of audit cases to the unit chief.
  • Provides financial instruction and assistance to local agency contractors as needed and/or indicated by performance.
  • Reviews and becomes familiar with Federal and State regulations, policies and procedures and assures Program compliance.
  • Drafts State Agency fiscal policy and procedure, reports, correspondence and forms as assigned.
  • Prepares assigned program plans and reports to demonstrate the use of program and administrative funds to attain Program goals and objectives, including the 798 and participation reports. Prepares special program reports upon request for the Division, Department, Legislature or interested outside parties as assigned.
  • Participates in the development of the annual Local Agency funding formula.
  • Participates in official audits of State Agency operation and provides required documentation.
  • Reviews and becomes familiar with Federal and State regulations, policies and procedures, and assures Program compliance.
  • Reviews Single Agency and other audit reports and prepares draft responses as assigned.
  • Reviews and monitors official accounting transactions and reports in relation to administrative expenditures, and works with the Comptroller's Office to achieve required resolution.
  • Analyzes all contract encumbrance balances by account code and requests account code changes to enable full utilization of funding.
  • Works with the Comptroller's Office to develop account code structure for recording of receipt and expenditure of funds.
  • Works with the Division of Contracting, Compliance and Complaints in the preparation of Request for Proposals (RFP) and Invitations for Bid (IFB) or other contractual documents to get program services for the Division.
  • Develops and maintains a desk manual containing the procedures for all assigned tasks.
  • Presents information at conferences, seminars, and meetings.
  • Prepares and processes incoming Price Adjustment, Participant Collections, Compliance Buy, and other checks.
  • Other related job duties.
Public Health Emergency Response - This position may be given an assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice, and may continue for any period of time ? ranging from a few hours to several weeks, depending on the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee's assigned headquarters for a period of time.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

Qualifications:

  • Minimum Experience and Training Requirements - one year as an Accountant 1; or two years of professional accounting experience, and graduation from a four year college or university, including or supplemented by fifteen credits in accounting. Four years of bookkeeping experience and fifteen college credits in accounting may be substituted for college graduation. A Master's degree in Accounting or a related field may be substituted for one year of general work experience.
