Purpose of Position

THIS POSTING WILL BE USED FOR ONGOING RECRUITMENT AND WILL REMAIN OPEN UNTIL FILLED.

Why does the job exist?

This position provides human resources operational functions by fulfilling the day-to-day duties of the HR Department. This position conducts specialized HR research and prepares statistical staffing reports, handles confidential personnel requests, compiles and organizes personnel records and assists in the administration of all OSI HR management programs to include benefits administration, employee time and attendance, employee and labor relations, compensation and classification, workforce planning and employee risk management.

How does it get done?

Establish and maintain agency position, personnel, confidential medical and payroll files and ensure compliance with record retention rules and regulations.
Assist in the recruitment and selection process for the agency.
Assist in the administration of the payroll process for approximately 95 FTE in two (2) different salary plans - Govex and Classified. Administer employee benefits.
Serve as key resource person in the absence of the HR Manager.

Leadership and and all employees throughout the Office of Superintendent of Insurance.

Ideal Candidate

  • Excellent oral and written communication skills. With direction from the HR Manager, ability to assist management and employees on all human resources matters, meanwhile ensuring compliance with Federal laws, State Personnel Board Rules, agency policy and procedure and Collective Bargaining Agreement.
  • Ability to identify the needs of employees and make appropriate decisions relevant to employee needs.
  • Maintaining professionalism and ensure the utmost confidentiality in all Human Resource Bureau matters.
  • Provide highly specialized human resources administrative support in an organized and timely manner with stringent deadlines.

Minimum Qualification

Associates Degree in Human Resources, Business Administration and two (2) years of experience in human resource operations; recruitment, selection, payroll, compensation and benefits administration, labor relations, investigation, HR related training experience and/or occupational analysis. Employment Requirements

Must possess and maintain a valid New Mexico Driver's License.
