    Summary

    This position is located Asheville NC, Corvallis, Clovis CA, San Diego CA, Vallejo CA, Placerville CA, Lakewood CO, or Albuquerque NM
    The position serves as a senior Human Resources (HR) Specialist (Classification) in the Centralized Classification Branch for the Forest Service with responsibility for planning, developing, and carrying out the full range of position classification and position management advisory services for positions across the Forest Service.

    Responsibilities

    • Provides classification services involving complex and controversial classification issues for positions
    • Positions include a wide range of professional, scientific, administrative, and highly technical positions.
    • Performs analysis of organizational formation, classification appeal adjudications, consistency reviews, Office of Personnel Management (OPM) classification standards, and information gained in the fact-finding process
    • Provides position management and advisory services to ensure organization reflects safest, and most economical and efficient construct.
    • Works in collaboration with leadership officials across the FS and is responsible for building and maintaining a rapport to effectively communicate findings of classification reviews and classification rationale.
    • Leads a team of HR Specialist and Assistants by providing guidance and direction on position management and classification programs.

    Qualifications

    Specialized Experience Requirement
    For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as experience applying classification standards and supplemental guidance to determine title, series, and grade level for positions and preparing evaluation statements. Interpreting classification and position management regulations to make classification determinations, and to provide advisory opinions on classification adjudications, applying the full range of position management and classification processes in accordance with the classification standards; applying advanced knowledge of the federal general schedule to classify position descriptions; and applying intermediate/advanced knowledge of desk audits or any other routine classification requests
    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
    TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
