Information Technology Generalist Administrator 1 Full-time

THE POSITION

This position oversees and manages the Application Access and Operations Section (AAOS) in the Business Application Division (BAD) of the Bureau of Information Technology (BIT). This section is responsible for the coordination and execution of all security administration and operational functions of PSERS mission critical business processes in the production and various test environments. This is done through on-going interaction with business unit staff, business architecture analysts, network and database support staff, the Ashburn Data Center (ADC), and various outside agencies. This position requires advanced knowledge of the highly critical V3 Pension Application's functions, processes, architecture, and interfaces. This position is responsible for all aspects of the V3 Pension Application as it pertains to security administration, system factor table administration, workflow queue administration and batch processing. This position manages and monitors various system related contracts. Work at this level is performed with a high degree of independence and requires exceptional communication and project management skills.
Security for the V3 System is a complex security mechanism used to control user access to functionality available in V3 from creating users and groups controlling menu and field security based on the defined roles for users. The management of V3 security includes assessment, design, implementation, maintenance, monitoring and support.
V3 Batch Processing responsibilities include planning, maintenance, monitoring and support of mission critical batch work required on a Daily, Weekly, Monthly and Yearly basis. This batch work includes important agency functions such as annuitant payroll and the daily processing of member account interest and benefit processing.
The incumbent is responsible for ensuring staff understand and carry out critical business priorities and business requirements for the integration of jobs. From this information, the incumbent constructs accurate job schedules, researches and resolves job concurrency issues, monitors the systems for runtime errors, provides instructions for job restarts and reruns, and provides process status updates to the business community. PSERS System Operations Manuals are accurate and reflect current processing procedures. Monitoring system availability is performed and assistance is provided to the print support staff.
This position is identified as essential - level 2. It supports a critical business function and when there is a declaration of an office closing, emergency or disaster, the incumbent may be required to participate/assist in those functions to aid the business continuity process. As such, the incumbent may be required to remain at or report to work at headquarters or an alternate site and be available or reachable by telephone during the recovery process.

DESCRIPTION OF WORK

  • Manages design and maintenance of security methodologies.
  • Researches V3 security enhancements and develops testing and implementation security strategies for integration in the V3 environments.
  • Oversees and participates in the creation of security configuration entities in V3 based on requirement definitions.
  • Oversees and participates in the establishment and maintenance of security roles and profiles for the V3 Pension Administration system.
  • Oversees the security administration for the agency's Master Calendar software.
  • Oversees and manages staff performing security responsibilities including assigning PSERS staff group access to the V3 function modules, and monitoring V3 for locked accounts and unlocking them after review.
  • Oversees the establishment and maintenance of procedures, security forms, and other documentation to support security functionality.
  • Oversees the preparation and documentation procedures and the maintenance within the V3 application. This includes updates to the V3 Administration Module in the test and production environments comprising of updating system factors, parameters, variables, tax tables, portals, dashboards, GUI configuration, and address and postal rules.
  • Researches and develops technical reports on system security enhancements, problems, or design features.
  • Oversees staff in the development and distribution of V3 Workflow management reports supporting various section functions.
  • Oversees staff in the creation, maintenance, troubleshooting, and documenting of complex automated workflow queues to support PSERS business processes in V3.
  • Plans, directs, schedules, and evaluates work of advanced technical support staff, including contractors, for the development and implementation of various technical and security processes.
  • Oversees the assignment of PSERS and consulting staff access clearance to the V3 function modules as determined by each staff member's security access clearance level.
  • Manages and secures security access forms for audit compliance.
  • Participates in internal and external security audits.
  • Responsible for troubleshooting and resolving all V3 security issues.
  • Maintains scripts to facilitate the movement of files between servers and outside entities such as the Department of Treasury and to enforce naming standardization.

  • Communicates, coordinates, and manages all file transfers between PSERS and the Treasury Department,
VOYA and any other external entity requesting file transfers.
  • Oversees AAO staff performing level 1 and 2 help desk response to TeamTrack tickets or System Change
Requests (SCR) submitted for system process errors and security access problems. This includes reporting,
preliminary analysis, corrective actions, and maintenance logging.
  • Coordinates and consults with Business Architecture Center (BAC) analysts to ensure the PSERS System
Operations Manuals are accurate and reflects current processing procedures and, where appropriate, updates
have been provided by the vendor.
  • Coordinates and consults with BAC analysts to ensure accurate procedures have been developed and
documented for other critical business system processes.
  • Directs and manages AAO staff performing the scheduling and executing of batch processes to meet
PSERS on-going business requirements. This includes the Daily and Monthly Payroll process to 176,000
plus members. Ensures all scheduling and execution activities have been confirmed and coordinated with
business unit staff, BAC business architecture analysts, Bureau of Information Technology (BIT) network
and database support staff, and PACS monitoring staff.
  • Directs and manages AAO staff to establish and confirm process priorities, job runtime parameter and
setting requirements, and to resolve job concurrency/contention issues with BAC business architecture
analysts.
  • Oversees AAO staff to determine scheduling requirements to construct feasible job schedules that meet
PSERS business process deadlines and incorporate scheduled hardware and software maintenance and
upgrades from BIT network and database support staff, system release upgrades from third party software
providers, ad hoc and other processes run by business unit staff, and maintenance requests from the Ashburn
Data Center (ADC).
  • Ensures logs are maintained of system process run times and any factors required for future runtime
calculations to assist in the scheduling process.
  • Oversees the monitoring of running job processes to identify runtime system errors and timing overruns in
order to make appropriate schedule adjustments.
  • Oversees AAO staff researching and documenting runtime system errors. Reports errors through PSERS
error reporting tool (currently TeamTrack) to vendors, BAC staff, and / or BIT network/server support staff
as needed and assists with corrective actions.
  • Coordinates consultations with the Business Architecture Center (BAC), BIT, and third party application
providers as needed to determine and document procedures for restarting/rerunning system processes.
  • Coordinates AAO staff assistance to BAC analysts, business unit testers, and application vendors for
testing V3 Batches, V3 Workflow Queues and V3 Workflow Queue Subscribers.
  • Develop and maintain various automated scripts developed in PowerShell or Toad Data Point, that pertain
to file moves and reports.
  • Develop and maintain database views to support the business critical Keeper Script Application and Data
Analytics.
  • Analyze and interpret emerging technology trends and how they could pertain to or enhance PSERS

business processing and IT support.
  • Interpret data, analyze results using statistical techniques and provide ongoing reports
Develop and implement databases, data collection systems, data analytics and other strategies that optimize
statistical efficiency and quality
  • Provides business system process information to Business Continuity staff in BOA to create, maintain, and
execute business continuity processes for PSERS critical business processes.
  • Locate and define new process improvement opportunities
  • Participates in annual disaster recovery testing.
  • Provides budgetary and staffing information to the Business Application Division Manager.
  • Ensures AAO staff receives all training necessary to complete their job functions effectively.
REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

Qualifications:

  • Minimum Experience and Training Requirements: One year as an Information Technology Generalist 2, Applications Developer 2, Database Analyst, Information Security Specialist 1, or Network Specialist 2; or three years of information technology experience that includes two years of technical information technology experience in applications development or applications maintenance, network operation or network maintenance, web site development or web site design, database maintenance or database development, data analysis and data model development, administration of information technology security programs, or other information technology support/administration services, and an associate's degree in any information technology field; or five years of information technology experience that includes two years of technical information technology experience in applications development or applications maintenance, network operation or network maintenance, web site development or web site design, database maintenance or database development, data analysis and data model development, administration of information technology security programs, or other information technology support/administration services; or one year of technical information technology experience in applications development or applications maintenance, network operation or network maintenance, web site development or web site design, database maintenance or database development, data analysis and data model development, administration of information technology security programs, or other information technology support/administration services, and a bachelor's degree in any information technology field; or an equivalent combination of experience and training.
