    Duties

    Summary

    The Supervisory Accountant (Branch Chief) is responsible for ensuring reasonable and timely Agency financial reporting to external and internal users. The position reconciles accounting data and processes documents.


    Responsibilities

    • The Branch Chief serves as FSIS lead in overseeing FSIS use of Agency USDA financial management systems including SAP, Concur, MLinqs, and other systems.
    • Participates with the Director in overall planning and formulation of financial policies and programs in support of FSIS.
    • Performs and serves as a subject matter expert on reconciliations and in-depth analysis of financial data to ensure validity, completeness, and to determine and execute corrective actions.
    • Performs certification of functions of miscellaneous obligations, inter-agency agreements and payments.
    • Coordinates with Departmental and Agency officials to ensure the prompt payment of invoices.
    • Accounting for the funding provided to the States and Universities by electronic fund transfer through the Payment Management System.
    • Certified Letter of credit authorizations to permit recipients to draw-down federal funds.
    • Coordinates the Agency-wide debt collection and coordinate with the US Department of Treasury's Offset program to collect delinquent debts.
    • Reconciles all disbursement and collections processed through the financial system to generate and submit financial statements (i.e. SF-224, SF-133 etc.).
    • Analyzes functions to identify and correct accounting errors.
    • Manages the policy, implementation, execution, and monitoring of General Ledger Adjustments and Inter Agency Agreements.
    • Serves as a subject matter expert to provide technical directions, guidance and training to personnel on the day-to-day operations of performing financial documentation input, inquiry, analysis and reporting.
    • Monitors delinquent accounts and provide management reports on debt collections. Reconciles all disbursements and collections processed through the Financial Systems to generate and submit financial statements.
    • Uses FSDW, GTAS treasure processes for reporting and reconciliation purposes.
    • Provides technical direction, guidance and training to FSIS personnel on the day to day operation performing financial input and inquiry.

    Qualifications

    Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
    Time in grade:
    Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-13 grade level for consideration for the GS-14 grade level.)
    For the GS-14 level: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that demonstrates at least 4 out of the 6 statements below:
    • Experience with providing staff leadership, integrating and coordinating all Agency/Organization financial documentation operations processes compatible with the program and administrative needs of Agency/Organization management.

    • Experience with setting and implementing long-range work plans, staffing, budget, and overall administrative objectives and goals.

    • Knowledge with financial documentation and reporting process through analysis and review of the accounting system and data, and financial policies, procedures and regulations.

    • Knowledge of Budget Execution operations by entering appropriate budget authority documenting to provide funding status of the Agency's financial position.

    • Experience with development of performance standards for subordinates and evaluating performances. Providing advice, counsel, or instruction to individual employees on both work and administrative matters.

    • Experience with interviewing candidates for positions in the Branch, making recommendations for appointment, promotion, or reassignment involving such positions.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.     Education

    Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
    OR
    Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

    • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
