Responsibilities
Serves as the Administrative Officer in a Flight Standards Functional Area. Performs multiple and varying assignments under the limited supervision of the manager. Works on one's own or may serve as a team leader on various projects.
Demonstrates considerable independence in planning time and assists others to plan and use assigned resources to complete tasks.
Applies experience and advanced knowledge as applicable to the task being performed. Incumbent is responsible for providing and/or obtaining a variety of management services essential to the direction and operation of the organization. The paramount qualifications required are advanced knowledge and understanding of management principles, practices, methods, and techniques, and skill in integrating management services with the general management of the organization.
Incumbent is primarily concerned with providing, securing, or negotiating for the resources or services needed to manage and run the organization. The work involves direct assistance to the supervisor who has the primary responsibility for the direction of the organization established to accomplish the mission.
As the office Administrative Professional:
Tracks and analyzes data to ensure compliance with policies and procedures. Responsible for coordinating and performing multiple and varying assignments under the general direction of the manager. May work as a team member on various projects. Responsible for planning time and assisting others to plan and use assigned resources to complete tasks. Responsible for coordinating and accomplishing all administrative tasks in a wide range of administrative and analytical duties. Evaluates and monitors office expenditures and makes sound changes based on trends and analysis, merit and deficiency situations, and known or anticipated program changes.
Performs immediate and long range planning and control for organizational services independently anticipating program changes, etc.
Coordinates with Human Resources for advice on advisory services as they relate to organizational related functions including pay and leave, and benefits. Reviews travel associated matters and manages the training program including initial and recurring.
Responsible for managing the office logistics program including personal property, supplies and services, and acquisition activities, awards, OSHA, security, and vehicle management.
Procures office supplies and equipment and closely monitors expenditures and reviews purchase card statements for accuracy.
Work activities may be critical to the success of projects for one or more organizational entities within the office demographic and functional area. Recommends improvements to systems and processes.
Identifies, analyzes and recommends solutions to recurring problems and offers recommendations for improvements.
Interprets guidelines and provides management with advice and counsel on the operation of assigned programs and interrelationships of such programs.
Work is reviewed periodically, typically at major milestones and at completion for policy compliance and alignment with other work activity.
Performs additional duties as they are assigned.

Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

Qualifications
FV-F: To qualify for this position at the FV-F (FG/GS 5-9), you must demonstrate in your application that you possess at least three years of progressively responsible general experience that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, recognize solutions, plan and organize work and convey information, with at least one year equivalent to the FG/GS-4 level. Such experience may have been gained in administrative, professional, technical, investigative or other responsible work. Experience in substantive and relevant secretarial, clerical or other responsible work may be qualifying as long as the work experience provides evidence of the knowledge, skills and abilities necessary to perform the duties of this position.
FV-G: To qualify for this position you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to FV-F (FG/GS 5/7/9) in the Federal Service for the FV-G band. Specialized experience may include: Experience organizing office administrative functions in support of daily operations and purchasing supplies and equipment adhering to regulatory and procedural requirements. Experience using computer software applications to prepare spreadsheets, correspondence, presentations, graphs, etc., and to support management in tracking and managing various administrative and operations programs and projects.
FV-H: To qualify for this position you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to FV-G (FG/GS 10/11) in the Federal Service for the FV-H band. Specialized experience may include: Experience applying management principles, methods, and techniques to solve the problems of the organization; experience with the general management of an organization; experience developing and securing for the fiscal and business resources and services needed to manage and run an organization.
This position may be filled at the FV-F, FV-G or FV-H level. If filled at the FV-F or FV-G level, this announcement does not constitute a commitment or an obligation on the part of management to promote the employee selected at some future date. Promotion will depend upon the selectee meeting all training, qualification requirements, and recommendation by the supervisor.
Education
Education substitution for FV-F: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, gained from an accredited college or university.
Education substitution for FV-G: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree OR a combination of education and experience may be qualifying for this position. Education at the graduate level in an accredited college or university must demonstrate the knowledge, skills, and abilities necessary to do the work.
Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
There is no education substitution for the FV-H level.
